because one of the spot is taken by that HDTV thingy which makes a full game not even.

More network bandwidth would have to be purchased to have more than 16 slots.

Is there a way to hide hltv so that it records without taking up an extra place on the server? And maybe have it reappear during times when there is no1 on the server?

Nope, HLTV works as a CS client and requires network bandwidth to opperate.
